52M. Collection of tax from freight forward agency commission.- 

Any person responsible  for  making  any  payment  by  way  of  freight  forward  agency commission, at the time of making such payment ¹[or credit of such payment to the account of the payee], shall deduct tax at the rate of  ²[fifteen percent] of the said amount.
